Mechanics
Uses a big, slow leg kick, with quick separation. Very clean, smooth, and low effort delivery. Excellent at repeating delivery motion, but speed of delivery varies. Jabs a bit in the back, could benefit from improved hip/shoulder separation. Arm and body are not explosive, but he is very efficient at capturing the momentum he does create. Some projection, skeptical of the 6'5/235 listing.

Fastball 50 88-91 93 Occasionally will get decent running action. Above average command at 88-90, increases effort and command ticks down at 92-93. Much better at spotting in and out as opposed to up and down.
Slider 55 83-86 87 Late, but not sharp action. Can manipulate into a cutter at 86-87. Thrown exclusively back foot to RHH's and away to LHH's. Occasionally struggles to sell.
Changeup 50 82-83 84 Sells well but can't command just yet. Usually firm, but will flash good running life. Above average pitch at it's best, but hasn't flashed enough to earn the grade.
Overall

The ceiling is limited for Rooney, as none of his pitches are potential swing and miss offerings. He struggles to command the fastball at 92-93, but will only occasionally fall into the temptation of gunning for that range. The command is inconsistent, and it's obvious when he's laboring through an inning. The slider is the go-to pitch, so much that he's not afraid to throw it multiple times in a row. Much like his fastball, he will try to rev up the velocity and movement of the slider, but at the cost of command. His best outings are when he works within his stuff. The ingredients are there for a back-of-the-rotation starter.
